CDE's wordingAmounts reported in Other Assignments (Object 9780) and/or Reserve for Economic Uncertainties (Object 9789) create a negative amount in Unassigned/Unappropriated (Object 9790) by fund and resource.
Fatal. The Official Export will not run until it is cleared.
What it means
Assignments or the reserve exceed what's available
Other Assignments (9780) and the Reserve for Economic Uncertainties (9789) cannot be larger than the balance left after the other components; if they are, unassigned (9790) goes negative.
Why it fires
The usual causes
- A reserve keyed at the budgeted amount when the actual balance came in lower
- Assignments carried forward without recomputing

- Reduce 9780 or 9789 until 9790 is at least zero.
