The prior year ending balance, preloaded from last year's submission, does not equal this year's beginning balance (Object 9791) by fund and resource.

Where to fix it
- Same repair as PY-EFB=CY-BFB, one resource at a time; a balance that moved between resources over the summer needs a 9793 or 9795 entry, not a changed 9791.
