What it means
A goal that isn't allowed with that function (functions 1000-1999 and 4000-5999)
For instruction and pupil services style functions carrying expenditure objects 1000-7999, the goal must be one CDE pairs with the function. Instruction with an undistributed goal is the classic failure.
Why it fires
The usual causes
- Function 1000 (instruction) coded to goal 0000
- Pupil services or ancillary functions coded to a goal CDE reserves for other activity
- A goal segment error
How to fix it
The repair
- Recode the goal: instruction takes an instructional goal (1110, 3XXX, 4XXX, 5XXX), not 0000.
- Check the same rows for SPECIAL-ED-GOAL if the resource is special education.

What the tool shows
Lists each pair with line numbers and shows a correcting entry with a goal already used in the file that the matrix allows.
See every check on your own file before the system runs them. Drop a SACS Other Export (.dat) into SACS Pre-Flight: findings with line numbers, free, entirely in your browser. The file never leaves your computer.
