The usual causes
- The general fund contribution to special education coded to 8091 instead of 8980
- A mapping in the financial system that treats the special education transfer as an LCFF transfer
How to fix it
The repair
- Reclass the 8091 amount in resource 6500 to 8980 (contribution), with the offsetting negative 8980 in the unrestricted resource so CONTRIB-UNREST-REV still nets to zero.
